Concluding that the constitutionality of the Firearm Safety Act (“FSA”) enacted in Maryland in 2013 must be examined under the “strict scrutiny” test because it imposes a “substantial burden” on the core Second Amendment “right of law-abiding responsible citizens to use arms in defense of hearth and home,” the 4th Circuit vacates the dismissal of the appellants’ complaint and remands for further proceedings.
